This is what worked for me:
Follow instructions to clear Java cache given here:
How do I clear the Java cache?
And then keeping 'Keep temporary files on my computer' Unchecked.
I am using JRE 1.8.0_91.

Please refer the links posted by ramadevi.
This issue is with the java version. please make sure that you are using the correct version of java which is suggested by SAP for your PI version.
If you have recently updated the java version, that may caused the issue.
if you want install the latest version install java 7 version update 40, don't install java 7 update 25 it is having some bugs.
--> remove the current java version from your computer.
--> Restart the system before installing the java 7 update 40

Hi Mohit,
This problem is very common and is due to invalid java version. Maybe you java version got updated.
Please install jdk-1_5_0_15-windows-i586-p . It works for both SAP 7.0 and SAP 7.3
Also Please ensure all other java version except the above mention java version is uninstalled.
Restart the system and turn off auto matic java updates and the IR and ID will open as before.
Please revert back if the issue still persists

Click the details button in the pop up window and post the erros details. This might be either network issue or java Version problem. So read the details and take action based on it.

Is this the first time you are opening the IR/ID of this system. Check for compatiable Java version based on your PI version and make sure you are on that or a higher version.
Check network speed as well and try again when the speed is good.

the above error can come if the network speed of the network (in which PI system) is slow, and the connection is getting timed out due to slow network. if network speed is good, then check if you are using java 1.6 for opening ESR and ID. also try by removing the temporary internet files from Control Panel - Java.

check with java 1.6 it will work
& also check the host file also.
