while installing NW 7.4 with windows 2012 and sybase i got an error in the installation phase restart database

i have noticed from the sapinst_dev.log the below error.please find the attachment of  sapinst_dev.log file

1858378 - SYB: Connection to Sybase ASE with isql fails due to error 1640

There is some connection issue between the Sybase and sap.

Can you login with the sa user .

Can you please check the below note for trouble shooting the issues.

1847972 - Sybase Adaptive Server Enterprise, ASE Troubleshooting

I have seen this error in BO but not while installation.SO can you also try to increase the below parameter.

Use Sybase ct_config to increase the maximum number of connections allowed per context
