We have recently installed PI 7.4 AEX and I noticed that on the Communication Channel Monitor the 'Start', 'Stop', 'Automatic Control', 'External Control', and 'Mass Change' buttons are all greyed out and I cannot click them.
Is this normal behaviour for AEX? I wouldnt have thought so...
Can this be resolved somehow?

Try this
Go to SAP NetWeaver Administrator via: http://<host>:<port>/nwa
Choose Operations > Systems > Start & Stop > Java Services.
Filter the adapter type that has problem, and try to restart it.

Do you see the same behaviour when using the Communication Channel Monitor from the old Runtime Workbench location? Go to http://<server>:<port>/rwb -> Adapter Engine -> Communication Channel Monitor -> Availability Planning. If yes, then I would say the functionality is working as designed. If no, then this is possibly a bug.

There are some bugs with this functionality which have been resolved with the newer SP releases and Patch Levels for the SOA MONITORS 7.40 and XI ADAPTER FRAMEWORK 7.40. See the notes below for more details:
1) 1897804 Disabled buttons in NWA Channel Monitor
2) 1902810 Disabled buttons for channel in Administrative Error status
As a workaround, you can use the old functionality in the Runtime Workbench (http://<server>:<port>/rwb).

Just check one thing,whether you have configured the channel correctly or not.And also check whether the you have activated your changes are not.

The Channels are activated and working correctly. It's just that I can't use the 'Start', 'Stop', 'Automatic Control', 'External Control', and 'Mass Change' controls on the Communication Channel monitor. The problem does not seem to be for a specific adapter type - it's like that for all communication channels.

Can you please take the help of basis team.It seems issue is with Basis side.Just Share the details with them.Let them trace the issue.
One last options which I would suggest you,take a downtime and do restart the PI server again.In apast I have faced this issue with alert configuration in Java stack side,where all are configured properly but things was not working properly.
Please share your analyis once you check with basis team.Will solve the issue together.

Also it could be a role problem. I havent seen 7.4 version yet, but you can try with PI 7.3 roles, check this Note 1578976 - PI Monitors Cannot be accessed using SAP_XI* Roles
