Make to order and make to stock

Hi All,

What makes a sales order a "make to order" or "make to stock "  ( we first want system to check the available stock in at least make to stock scenario )

1) Is it the requirement class settings (is settings of E in account assignment in requirement class makes it make to order. If yes, then what settings in req class are required for make to stock  )

2) Is it the MRP type ?

3) Or is it the strategy group ?

Strategy group,Requirement class,requirement type and Account assignment category controls them

for MTO the strategy Group is-20

for MTS the strategy Group is-10
