who does grc post installation steps? is this basis or grc admin?

Depends entirely on your organisational structure for roles and responsibilities. From a security background, I only grant SM59 Admin Mode and SICF Activation to Basis as they may need to configure other aspects and track what is being used.

However, I'm noting in the GRC community there a lot of members hear who appear to be doing it all.

I'd recommend you sit with your System Administrator and go through the post installation steps together and agree on roles and responsibilities.

Mainly GRC consultant (rather than admin), but if the admin is confident, let them go ahead and give it a shot

Normally GRC guy wont have access to Sm59 and sicf for activating web services..

thats part of basis activity.

and few other post installation stuff.

so for those scenarios you need basis guy to help out around.

depends upon company if you grc guy knows basis he can do both.
