SIA Restart

Good afternoon,

I just have a quick question - why would the Adaptive Job Server and the WebIntelligence Processing Server not start when I restart the SIA?  Both are Enabled, but stay in a Stopped state until I manually Start them.

Am I missing something? This is in XI3.1.
