Need to scan 2-3 time SSCC through RF Gun.

Some user are facing issue for barcode scanning through rf gun they need to scan twice or thrice to get this registered.

you want to say that an other user using the same device scanning the same code does not have any issues?

User from specific area facing this issue with the label received from specific area.

I thought this was RF gun issue but client is telling that they are not facing any issue with regards to RF gun anywhere else.

Maybe a problem with a radio shadow, they may test to scan the same label with the same device and same user in another area, and vica versa scan something which never made a problem in that specific area.

Some times may connnectivity also gives a problem ?.If you use RF transaction reading the lable without any problem then the issues lies with RF gun.AS Jurgen said try the rf device with lable in diffrent locations and also check the quality of the lable.If any minor damge then RF guns may not read the lables properly.
