I have reserch and found that to populate WM balance via program RLBEST00, is there any other way like IDOC or else please.

There is no BAPI and no IDOC in standard SAP, just the batch input.

As bad alternative you could create own recordings

Depending on the complexity of the warehouse it is even possible to load directly to the bins from the MM movement, which just means you would not need an extra WM step at all.

the MM movement type 561 has hidden fields for storage type and storage bin.

if you do not have much complexity like storage units, then you could just open those fields and fill it with the MM stock upload directly

We implemented BDC recording and it worked for us.
