Hi,
I would like how it is configured to be able to have the billing plan at header level.
I have it already at ítem level, but I would like to know how it can be implemented at header level.

Assign billing plan to sales document type in OVBP and then you can maintain as required.

Did you try to go to sales header-> billing plan and maintain your billing plan details ?
