Why does the internal number range settting for PPM objects (Portfolio Item, for instance) require development intervention?
For other objects (SAP) such as Busines Partner, for isntance, there's no development effort.
If you are on PPM5.0 SP09 or higher this is not the case. As part of SAP customer connection cycle this function is implemented in standard. You will have to first activate this in IMG Override Default Global Settings (Number Generation for Object ID or Number Generation for Item/Initiative Version ID in the Master Switches area). After you do this, you can use the following IMG path to define your number ranges.
SAP Portfolio and Project Management → Portfolio Management → Global Customizing → Portfolio-Independent Settings → Define Number Ranges for Portfolio Management Objects

You have defined the number ranges for portfolio management objects. The IDs generated by the system contain the current year as a suffix. In the standard system, the following data has been predefined for the internal number assignment to Portfolio Management objects or object versions:
