What does your import queue look like? Which phase is the import in?
Background: This error typically happens when multiple support packages are imported. Functions are given an internal sequential number within a function group, and there are cases where one support package deletes a function from the group and another support package creates a new function which gets the same (now unused) internal number. If both of these support packages are being imported in the same queue, the test import throws an error. This is usually listed in the corresponding notes of the support packages, but SAPKA70214 is still fairly new, so you might be the first one to encounter the problem. At least, I couldn't find a note for the function or function group listed.
You should open a ticket with SAP to have them help you resolve this issue.
