Dear Experts,
Shipment is not getting created in ECC.
When I click on Create / Update ERP Shipment button in TM, I am getting a message "Freight order or freight booking not sent to ERP ".
But, shipment got created in ERP for a different source location, but with same product and customer...
Any hints on what is missing? Appreciate your response.

That's the next logical step.
Assignment to FO type for Output management and relevancy for Shipment. Also the correct Status of FOs for Shipment creation.
And if all of these settings are made then one should look for relationship requirements:
These are additional prerequisite for shipment creation in ECC.

One thing intrigues me, how did a shipment get created in ECC with different source location.
Are you sure that the shipment created was by SAP TM.
Did you check the inbound XML message in ECC inbound?

I guess you might have figured it out by now. Nonetheless, if there was a larger audience who required a ready reference point,this discussion and further participation would help.
Shipment integration is a bit different from the Order / Delivery integration.
Reason being:
SAP IDocs in SAP ECC are mapped to enterprise services in SAP TM. Process Integration (PI) is used to map the IDocs in SAP ERP to the enterprise services in SAP TM
SAP TM sends a new or updated freight order to SAP ERP using the enterprise service Request Transportation Order Execution :- 'TransportationOrderSCMExecutionRequest_Out'
In above case, we are dealing with Outbound Shipment integration.
