SUM error sapccm4x is Stopped

We are running SUM on iSeries V7R1 doing a NW 700 to 731 upgrade and it is getting an error in phase PREP_PRE_CHECK/SPAMCHK_INI:

ERROR: Your system appears to be in an unsound state. Correct the following issues before you continue: sapccmx4 is status GRAY Stopped.

But when we check on the server, the SAPCCM4X job is indeed running.  We checked Notes 1790828 and  843405 and do not find anything in there

about sapccm4x.

Has anyone else run into this?

we had the same issue some days ago:

ignore the first entrys about SPAM-version - look at the last entry - this is the solution to your issue.
