are there any technical and non-technical reasons compress can not be
replaced with gzip for the brbackup configuration in the .sap file ?

I think the main reason is compatibility.
Not every OS comes by default with gzip (e. g. HP-UX) and SAP doesn't want to evaluate and test all possible combinations of compressors.
