If I have understood by what you have mentioned, you would like to apply the SPAM/SAINT patch update, correct?
How are you uploading the Patch?
1) From Front-end Via Desktop
2) Or From Server
As the patch is usually of small size you can upload from Desktop itself?
In Client 000, upload as per below:
After the patch has been uploaded, you can begin the Import of SPAM/SAINT as below:
To upload the package from Server:
1) Copy the SAR file to the application server (Check Permissions & Ownership)
2) Move the file to /usr/sap/trans
3) Do SAPCAR -xvf <Package.SAR> , it will uncar the package in /usr/sap/trans/EPS/in
4) Next, in SPAM, Load Packages from Application Server
5) Import the SPAM/SAINT update similarly to what was done above
P.S.- For updating SPAM/SAINT, why are you trying to check SAPOSS, it has got to do nothing with it.

I checked on SMP SPAM 731/50 is available and its been more than a month since released.
What is the exact issue i.e. "But i can not download SPAM/SAINT version 731/050. Can you help me?"
Did you approve the download in Solution Manager after adding to Download Basket.
As its release 731, it needs approval before downloading.

Please try to import Support package >IMPORT SPAM/SAINT update
by loading from the frontend and decompressed the package.
please make sure it has correct owner at os level
like sidadm : sapsys

Please check
SAP Note No. 97633 SPAM Step DISASSEMBLE
CANNOT_DETERMINE_EPS_PARCEL.
This suggests that the EPS-parcel cannot be found in directory
/usr/sap/trans/EPS/in because of one of the following:

a) The EPS-parcel does not exist in the EPS inbox.
b) Profile parameter DIR_EPS_ROOT is not set (SPACE).
c) Profile parameter DIR_EPS does not contain eight hyphens as the
last part of its name (e.g. /usr/sap/trans/EPS/ ). Note
here that parameters DIR_EPS and DIR_EPSSUB are generated from
parameter DIR_EPS_ROOT and therefore should not be manually
adjusted.
