There you have all required steps to set your geographical display up. Refer to the Openstreetmap document to configure it in your case. This is the one I already used for demo purposes and it works fine.
Other requirements:
- you need Frontend Control to be enabled
- your web browser should run ideally on a 32 bit version.
You can find a useful guide here too, together with a troubleshooting section that explains your issues... I had the same error as you :

Hi Salvador, this is Marco Perez. Currently I am the one to implement SAP TM 9.0, one of the requirements of the customer (Well, actually the seller promise GPS+MAPS = REAL TIME MONITORING) is to have the tracking of their shipments.

Currently the customer does not adquired EM solution, it is posible to fully track a shipment only with SAP TM 9.0?

Well I have RE-READ all your MKS and the answer is YES, I CAN FULLY TRACK A SHIPMENT WITH SAP TM ONLY because in fact I will need only a GIS vendor and follow the CookBook if I decide WebService, or follow the WHITEPAPER (Which is the best for me).
Can I contact you if I am stucked? I am new as SCM TM consultant but very committed.
