value mapping is same for classical and ICO scenarios.
for configuring value mapping you can refer 7.1 documents also. there is no difference.

also you can test the value mapping in the "message mapping" -->rigth click-->Dysplay queue in the function itself or in the target field.
i dont remember if it works ussing test configuration functionality.
do you know the number of conversion you need to define, maybe the value mapping function is not the best choise -->(arround 100-150 entries).
remember that FIXVALUE (few entries --> 20 E.X), Lookups and ValueMapping replication (mass conversions) are other options.

Value Mappings are executed both while in message mapping and in Test Configuration in PI 7.3 atleast so it should be in PI 7.3.1. If you are populating Agency using service or Party in runtime then make sure you have those added in the Parameters for message mapping testing.
Value mapping failure logs are also shown in NWA logs.
Document links has already been provided by Rodrigo. Note that it is easy to maintain manually and test value mapping - the thing to consider is what would be your approach to maintain the values in a support situation if the number of values are large.

U create VM groups under ID and refer the same under mapping, so why u r concerned abt ICOs?
