It helped. I was using x64 bit JRE in my lap (x64 bit). What helped is I used x86 bit JAVA in top of IE9. Switched to capability view and browser started interpretting applets.

I tried JRE6U29 and 35. And the latest version 7 as well. None seems to help !

Few things you could check..
1. If your OS is 64bit, make sure you have 64 bit JRE.
2. Is MII Admin Screen (Menu.jsp) opening? If yes, the try giving the URL directly like http://server:port/XMII/Workbench.jsp
3. Check if its a security issue? Is your network preventing the VPN download ?
5. Upgrading your VPN software could help too. Ifits Cisco, One of the members suggested to upgrade to 5.0 from 4.6.

It could be a JRE issue. Try uninstalling 1.6.0 and upgrade it to JRE6u29 or JRE6u35. I have used both and it works fine for me.
Check Unable to launch MII workbench | SCN .. Ofcourse the MII version is different, but the scenario seems to be the same...
Make sure you have enabled that JRE in the Java control Panel.
