NWA comes with netweaver installation.You have to install solution manager seperately.NWA offers monitoring service as SOLMAN but there are so many other funtions in solman which you cannot do with NWA.So depending on ur need you can choose with one you need.
Moreover just monitoring stuff can be very well handled by NWA.Just go through the utility manuals of both NWA and solman.You can understand the difference.In case of any querry feel free to contact.
