EAM GRC AC 10 Firefighter Login Issue - CUA Related?

We are running into an issue while trying to log in as a firefighter.  After entering the reason code and description, the system brings us to a login screen. This screen should not be appearing.

We have verified that the RFC ID is a communication ID and has been assigned the S_A.SYSTEM profile. We have set the trust relationship as both trusted and non-trusted connection.  SAP Note 154551 has been applied to the target systems. However, the login screen continues to appear.

When executing ST22, we identified that there is an exception:

The target systems are CUA managed so we're not sure if this might be part of the issue.

Thanks, we resolved this issue.  The issue was a combination of applying note 18000347 and changing the CUA parameters for 'initial password' from GLOBAL to EVERYWHERE via transaction SCUM.
