Is this on the central instance or an application server?
MMC is not starting because the services are not present, when you resolve the services issue MMC will be able to see them.

Digging through the install files, the script to create the service is probably there, but I am having trouble finding it.
Here is the command line it runs through:
D:\usr\sap\[SID]\sys\exe\run\SAPSTARTSRV.EXE pf=D:\usr\sap\[SID]\sys\profile\START_DVEBMGS00_[SAPSYSTEMNAME]
And it runs using the DOMAIN\SAPService[SID] user

you should not use sc.exe to create the service definition of an SAP Sapstart service. This will only work if there is an old DCOM definition still available on the system.
The reason: sapstartsrv.exe is an DCOM Service. The Windows Service Definition itself does not contain the DCOM part.
Therefore you should use sapstartsrv.exe itself to create the Service.
Either start it without parameters - in this case a GUI will ask you all necessary parameters or call it with all parameters in a command line (try sapstartsrv.exe -h) to create the service.
