i have created a test package with 8 steps and i've assigned a test sequence to these steps from 1 to 8.
step with sequence 1 is ready to test but i can start testing from sequence 2 or 3.....
i want to know what else i should do that system not allow user to start testing from sequences higher that 1 while sequence 1 is not ended?

According to the help page, you just need to set the Test Ended flag for the status that should describe the test as finished. This way, the "ready to test" flag will be set in the next test.
The flag looks like this:
In case a user tries to edit a test case which does not have this flag, the following popup will appear:
You can set the "test ended" flag for a status in STWB_SET -> Status Definition:

I had done what ever you said, but i expected the system even don't allow the user execute test object(test transaction). but according to your note i just know that not allowing to start a test case with higher test sequence only is meaningful when user wants to edit test case's status
i expected to see that error when i want to execute test case's transaction
