Multi-user "No Provisioning Log available"

When we do a multi-user request, two issues:
- All users get a copy of the first user's email.
- Emails state "No Provisioning log available.
We are on GRC10 SP10, applied note 1626046 to fix issue #1, no change.
Provisioning logs are available and provisioning happens correctly.
We have never gotten multi-user requests to send emails correctly, created messages in OSS but no fixes as of now.

Fixed! Applied note 1833008. Now everything works! Emails are sent to each user, every user gets his specific copy (passwords) and the provisioning logs are found and printed.

looks like we are down to 1 issue..."No Provisioning Log Available"
anyone have any idea what could be the problem?
