We have a requirement wherein when all tasks of a phase are marked complete, the phase is to complete too (automatically).

No, but there is similar functionality, which complete the task as all subtasks are completed. The note
1740969 contains the changes made to enable that functionality. I may take it as template to do it for the phase.
