This issue has confused many people. I don't understand why SAP design like that. It's very frustrating when you don't have specific attribute text value in the attribute set, especially when you use standard MDM web dynpro component,although MDM java api has relevant method to dynamically add value set.
Hopefully they can add the feature for free text value in the near future.
