would like to know how to define relationship between "Bill To Party" and "Ship To Party"
Hi,
For a Customer (Considered to be the Sold-to - meaning from whom we have got the PO), there could be multiple Bill-to and Ship-to parties based on the requirement.

relationship between bill to party and ship to party depends on your business. It can be one to one or many to one or one to many. You need to maintain partner functions in Customer master data or you can also add partners in transactional data like sale order, delivery orders etc. Again it depends on your business.
If you have some practical example or scenario which you want to relate with this thread you can share that too.

Based on partner function we know the differentiate the Ship to party and Bill to party

based on the allowed parameters in the account group of ship to or bill to, (you may need to add BP on Ship to party Account group & similarly for Bill to Party accounts group)
you can get into sales view of this customer & define a bill to against a ship to (& vice versa) under partner functions.
