what if i release task first and then the request?

hello,

i got trained in SAP R/3 security. i am working for a client now. i work on TMS (Transport Management System) daily. i have doubt. what happens if a release task first and then the request. i dont have an option to realize it in reality by practicing it. Can anybody clarify my doubt please?
