Hi Dean,
Use the following steps to enter the lower and uper limit in the condition record.
Enter the transaction code VK11 to create or VK12 to change mode of condition record.
Select the line and click the magnifying glass icon or details.
You will be faced with the details screen where you can enter lower and upper limits for a condition type.
The use of the fields is self explanatory. Check SAP help.

Go to TCode: VK12 and select condition record line and click on details
There you will see lower and upper limit. Also check OVB2 TCode, it may help you.

I don't think thr is any std. solution. But you can solve this by putting code in access sequence requirement.
