HTS classification by FTO

Hello experts,

Is there a way to classify materials for HTS by FTO (Foreign Trade Organization)?

I'm on GTS 7.2.

I think you classify the products for HS based upon the Legal Regulation, Numbering Scheme Type. The Legal regulation is attached to a country and the FTO is also attached to a country. So that way you are indirectly classifying by FTO.

What is your requirement for classifying by FTO?

My company has two FTOs within US and the classification for the same material is different in both FTOs. If it's not possible, using a new legal regulation was my alternative but since legal regulation is activated for country, both legal regulations will become applicable to both FTOs.
