When user login to view the report & charts then it initially displays in blurred ( Pie chart -1 ) and when they hover over the chart then it is reset into proper way.
Is the issue consistent across browsers (IE,Firefox, Chrome etc.), Check if this is an issue with display drivers or running WRC or BILaunchpad on Linux machine as mentioned in below thread.

If you have set the document view mode as PDF, then below is an associated issue and is fixed in BO 4.0 Sp4. If you are on Sp5 then fixes related to patches 4.4 and higher are missing, please check if this is the case.

Please provide more details on the issue as to what are the environment versions and whether issue is with rich client/launchpad or both and whether its consistent across all view modes (draft,PDF, page etc) and whether issue is consistent with all user ID's across different systems
