AC10.0 GRAC_ALERT_GENERATION and GRAC_ACTION_USAGE_SYNC

Hope someone can help. I am trying to understand the dependencies between GRAC_ALERT_GENERATION and GRAC_ACTION_USAGE_SYNC, and the conflicting transaction execution alerts send to the risk owners. We have following jobs running in our system:

GRAC_ACTION_USAGE_SYNC DAILY 00:00:00
GRAC_ALERT_GENERATION DAILY 03:00:00
GRAC_BATCH_RISK_ANALYSIS DAILY 04:00:00
GRAC_PFCG_AUTHORIZATION_SYNC DAILY 20:00:00
GRAC_REPOSITORY_OBJECT_SYNC DAILY 22:00:00
GRAC_ROLE_USAGE_SYN DAILY 02:00:00
GRAC_ROLEREP_ROLE_SYNC DAILY 05:00:00
GRAC_ROLEREP_USER_SYNC DAILY 06:00:01
GRAC_SPM_LOG_SYNC_UPDATE DAILY 14:00:00

We know that some of the users are executing both conflicting t-codes setup in some our risks daily. But the alerts send to risk owners always shows two different dates. Below is an example:

Dear SOD Risk Owner, This email serves as notification that alerts have been generated for the following risks:
  
System      :RQ2CLNT410
User ID     :  (ASTHSA)
                                                   
Access Risk :Manage Goods Receipts vs Inventory Processing (ZB02)
Rule ID     :00TF                                                     
Transaction :Other Goods Receipts (MB1C) Date :27.06.2013 Time :03:46:07
Transaction :CBE Maintenance (ZCBE_MAINT) Date :21.06.2013 Time :02:02:30

We confirmed with the user that she executed both t-codes on June 27. Any ideas?

Hello,

first run Action usage sync to collect data from target system and then run alert jobs.
