Reestart workflow error

Hi experts, I am in SRM 7.02 and configuring process controlled wf, my problem is, when I create a shopping cart and it's in status waiting for approval, if I try to change it an error occur, 'Change mode only possible after recall', I could see some discussion about this error and a solution to use task 40007936, but if this task was used we have another error 'Strategy RR_MANAGER did not
determine any approvers', some help will be usefull.

you try to change it as Requester, Approver or Administrator?
