Functionality and limitation of configuration management

Could anyone please help me identify the functionality and limitation of configuration management in SAP Solution Manager 7.1 without integrating it with SAP IT Infrastructure Management?

Could you claify 'configuration management'?

Picture below shows how we can relate CMDB component (ex, IP Phone, fax, printer, etc) to an incident.

I wonder if this function can be activate without using SAP IT Infrastructure Management.
