Should the linked Work Instructions, Data Collection, Component Assembly be able to be launched from the icons, or the line item, or the buttons in the Shop Workbench POD? They are clickable and I get the orange and blue circle like it wants to open them but then it just stops and doesn't launch anything.
Could you share some screenshot to illustrate 'orange and blue circle like it wants to open'? What ME and browser version do you use?

As I see in the above snapshot, its obvious that the file is missing(404-Not Found error). Might be this is the reason that buffer icon appears as loading but as it couldn't find the file, it doesn't show the file.
If I'm right, assy_submodule is your bitmap image, which you want to see it on the POD. Please check the path given and if file exists in the specified path with the same name.
For better self-analysis, check the logs in Netweaver which might give a clue.

Yes I do mean the Java symbol that is an orange and blue circle. But my real question is whether or not the icons or the line item in the workbench should be allowing the user to click on it and open the Work Instructions from there. Currently it is not opening using either the icon or clicking on the line. See pictures:

As far as I remember all such icons in ME for information purposes only, like the ones to indicate status in POD worklist. In the default configuration of SHOP_WORKBENCH_DEF you still have Work Instruction button to request WI and view it in the WI Viewer. Also, I am positive WI should not be displayed on line selection in the workbench.
