Check the user management also, open in expert mode , you need to maintain the wily user admin, password, you can get in the wily admin guide page number 5.

And go to solman_setup, whether you done CA wily connection without any error

Please check whether /usr/sap/ccms/apmintroscope folder has full permission for <SID>adm user. If yes then could you please open the file
/usr/sap/ccms/apmintroscope/Introscope_Enterprise_Manager.lax
and change the line from
lax.nl.java.option.additional=-Xms512m -Xmx512m
to
lax.nl.java.option.additional=-Xms2048m -Xmx2048m
After that restart your EM and check with the current steps.
