I had an issue with the SAP-OSS RFC in our Solution Manager earlier this week. This is how I fixed mine.
1) Go to tcode aisuser and make sure that your user ID and OSS ID are listed, and correct (fix if not). It doesn't have to be you, as long as it's a valid user id/oss id.
2) Go to SM59 and edit the SAP-OSS connection, and update the login tab with the information you used in aisuser. You will need to know the password of the OSS ID you wish to use. Save.
3) (Possible odd ball step) For me save and test connection didn't work and I had to leave SM59, then reenter SM59 and try the connection again, and it worked. I'm only mentioning that because I can't account for why it behaved that way, and it may not really apply to others as I've never seen it act like that before and was probably only something on my side.
