Hi Murali,
As said, very likely there is a dependency that sets the value for that characteristic, this not allowing you to change it.
To check this, just press the button 'Explan...' in the pop-up window in your screen-shot, and it will tell you the involved dependency.
If you really need that the characteristic value is proposed by the system and then the user could change it, simply update the dependency making it setting a default value for the characteristic, with the following syntax (procedure):
$SET_DEFAULT ($SELF, <characteristic>, <term>)
