As for me, this code must be choosen at the creation of the functional location, and I don't think we can change it after the functional location has been created.
This value is a structuring data, from which the mask of the functional location's name is infered.
Sorry, but I think the only way will be to delete your functional location, to archive it, and to create it again with the new value of the structure indicator.
