i know SAPOSCOL is to collects data about operating system resources and makes this data available through the shared memory
of all SAP instances.But if SAPOSCOL is not working then i think that there will be no issue in the system performance .But we will not be able to se any data in ST06.

yes, you are correct !! Even though you don't run SAPOSCOL, it won't effect system performance , but main thing is that to benchmark system performance , this service should run so that you can view the details in ST06. For new NW systems, you need to run following two services in server :
SAPHostControl
SAPHostExec
Apart from that schedule following two jobs in 000 client from DDIC user :-
Job Name Program Name
SAP_COLLECTOR_FOR_PERFMONITOR RSCOLL00
SAP_COLLECTOR_FOR_JOBSTATISTIC RSBPCOLL

The transaction ST06 is ABAP instance specific, it will only report the SAPOSCOL OS statistics for the server on which the ABAP instance is running and on which the transaction ST06 is started.
Up to the system releases 7.0X you will also find the transaction OS06 in the SAP system but this transaction is exactly the same as the transaction ST06.
To read the SAPOSCOL shared memory snapshot data the transaction ST06N will make a direct connection to the SAPOSCOL shared memory segment by using RFC destination and ABAP work processes or by using the CCMS agent TCP/IP connections.
The operating system collector SAPOsCol is a stand-alone program that runs in the operating system background. It runs independently of SAPinstances exactly once per host.Saposcol is not Unicode-dependent, so it makes no difference to download it from Unicode or Non-unicode
directory on Service Market Place.The highest available saposcol version can always be used backwards.
SAPOSCOL should always be started with root permissions, to be able to
collect all the OS statistics (notes #19227 and #726094).

SAPOSCOL is not effect to the fuction or performance on SAP system. However you need to have saposcol to monitor your sap system and environment.

SAPOSCOL / SAP Host Agent should be running always on the OS. Actually there shouldn't be any performance issues while it's running at the same time as the SAP system. On ST06 transaction there is a button named 'SO Collector', over there you can check if the collector is running, when it was started, which version it has, etc.

You are right, saposcoll (for older SAP release, saphostagent for new SAP release) is used to collect data at OS level.
If it is not working SAP system works as if it is working, no issue on system performace.
But, if you have performance in SAP you are not able to see data from ST06, so it is more difficult to diagnose the problem, you have to connect at OS level.
Take in to account that with ST06 you have also 24 hours of historical data, and that if you use CCMS to monitor the system saposcol is necessary...
