incident management configuration

Hello experts,

                    I had configured incident management(service desk), created a transaction type and copied SMIN TO ZMIN.

                    created a user at solman for the satellite system user. and assigned business partner to the user.

                    and in satellite system made an entry in the table BCOS_CUST.

                   but when i try to create a msg from sattelite system i get the following error

                  "Because of error 513, no message was created in Support Desk System". i searched in the forum but could not find a solution.

                 is there any thing else to be done in the development system ( sattelite system).

need some inputs,
