Error while converting AR to measure/WBS with ACL activated

Hi Everybody,

I have recently activated the business function OPS_PS_CI_1 & have configured Access control list (ACL) functionality in the project profile. I am facing issue while creating WBS element through Appropriation request (AR), the scenario is as explained below;

1. User 1 (AR creator, PS dept) is creating an AR & submitting the same for approval. The AR is approved from various approvers.
2. User 2 (Planning dept) has to now convert the AR to measure. He is able to convert the Approved AR to project & it is getting saved also, but while he is creating/converting the WBS element through the AR (IMA11) the following error is coming;

“You are not authorized to execute WBS element PI12ASEP05500 action Change

Message no. CNACL_MSG_CL028”

I have checked SU53 screen shots also, but it shows message “The last authorization check was successful” so no issues with the authorization object I guess.

The project definition which is created by the user 2 though AR has user 1 (AR creator) as default user in the ACL tab with authorization type 04 (Admin rights).

Please share your views on how to resolve this issue,
