Dear Experts,
1. I have to authorizathed users to use TP01 in travel management
and also make inactive these buttons for all users.
Screen shot is attached here.
2. Secondly i have to restrict users to plan trip to their relevant departments.
for example a trip plan for a audit department user then the user can only recrod the trip of
audit department employee if he want to plan the trip of IT department employee the system restrict him
and revoke him to plan the trip of IT department employee.
The users are restricted to use the TP01 for their relevant departments.

Did you take a look already at the authorizations SAP help page?
You can achieve this with authorizations P_ABAP for AUTHF assigned to the role SAP_FI_TV_TRAVELER in transaction PFCG etc and by adjusting what the users can do;

For the 2nd requirement, maybe employee groups and expense permissability would work here.. I wrote a wiki page on this a couple of weeks back which is added below:

And you can assign an employee to a permissability group in their IT0017 record.
