Check Solution Manager Internal Services, that reports activate essential Solution Manager services:
Check log's of that jobs (reports), don't try to run it manually from se38, that work is schedule from solman_setup.

Open the internet explorer and write
http://solman71.DOMAIN:8020/sap/bv/webdynpro/sap/ags_workcenter
remember to always use the FQDN when you call this services. (and remember to set the icm/host_name_full parameter in RZ10 like Jansi say)

set the parameter and try again.
And also add the solution manager host details to the /etc/host directory.

have you tried SM_WORKCENTER as an alternative? Maybe that will work as a temporary workaround.
Could you have a basis consultant have a look at the short dump in ST22? Or post more details from ST22 in here?
