SAP GRC 10 - SP12, Fire Fighter not showing up in plug-in System

We are in a process of migrating to SAP GRC 10 (SP12), Fire Fighter showing up for both the system in GRC system. But the Fire Fighter not showing up in plug-in system.

We set the Decentralized parameter 4015 to NO in GRC system and also ran the EAM Master data synch job for that connector (Plug-in).

Could anybody direct me to resolve this issue...

Do you have parameter 4010 set in both systems with the specific FF role which the FF Id must have assigned.

Have you created the firefighter user in Plugin system. Can you please explain more of the scenario.
