below steps followed:
1. deleted all temp files and started

Hello Venkat,
Download the latest version of SWPM in the SAP Marketplace and check if the issue remains. If so it means there is something not properly set in your OS.
But if the issue doesn't occur, then I believe the SWPM file you are using could be corrupted.
Please download the latest version of SWPM in the site below:

Let me know if the issue remains.
Thanks and regards,

Hello,
I hope you have performed OS Preparation before starting SAP Installation.
You can get steps OS (Windows) Preparations in the installation guides. Generally, if SAP Installation is having problem, then this also might be the reason.
Some of them are
01.License is active.
02.Disable the Windows Update
03.Disable the firewall.
Thanks & Regards,

Hi,
Try to set the environmental variable of TEMP to a different disk. _ Restart the system and start again.
It seems to be problem with your OS only not with SWPM
As well as try to disable the firewall for sometime till the installation is complete.
Please check and share your feedback.
Thanks and Regards,
Vimal
