STO delivery with partial lots

Hi Friends ,

We are doing stock transfer between the plants using SO delivery by taking plants as vendor(sending plant) and customer(receiving plant) .I have activate 0 on materials for deliveries where for the same material there are more than one batch present in delivery , system has created a inspection lot which is in REL mode but as in plan of the material the inspecion point 200 with SDP is present , system is not able to generate physical sample , although in lot its showing sample size as calculated .

For deliveries with only a single batch for single material  , 08 is working fine .

Please help what could be the reason

I'm not sure how the insp lot would be in released mode if no physical sample number was generated.  I'd double check what inspection plan was used and make sure the plan actually calls for physical samples.
