Hi,
I have one doubt,
In QPR4 transaction(Report), from where the work center field is picked?
OR
In QPRS table from where the work center(Field: LABOR) field is gets updated?

It should come from the operation of the inspection plan. Usually from PLPO table.

Concerning your first question: just take a look at the program behind QPR4 (--> SAPLQPRS) and debug it. Shouldn't be too difficult to find out the origin of the work center field you mention.
