Missing SR wizard in soamanager

The docs for soamanager say to use the new button to create a services registry in but I don't see a new button.  I can add a role but the description of the wizard refers to entering the host and port of the SR and there is not a column for that crucial information on the table.  Am I missing a role perhaps or is there a configuration issue that would cause that option to be missing?

I have at least a partial answer to the issue.  The interface in SOAMANAGER in ECC 604 does not have the new button but in ECC 605, it does.

Thanks but I saw those before.  They assume the New button is available to start the new services registry wizard.  My problem is that option is not there.  I've seen other places in this forum where this came up but there is never and answer.
