Giving UD and stock posting are 2 different things and hence it is so. There are certain cases where despite of few tolerable defects you accept some quantities on deviation OR even if no defect is observed still you can hold some quantity for being used further for some reason, perhaps above functionality is useful for that.
However you can assign stock posting proposal to certain UD code in QS51. For example, for ACC code you can set posting proposal as to unrestricted and for REJ code to Block stock, where ACC, REJ are your UD codes.
When you choose UD ACC then system will post the entire quantity in to unrestricted, without letting you through stock posting tab in QA32.
If your requirement is stringent in nature you can think of user exit QEVA0010- UD: Usage decision check. Apply custom logic there in connection with stock posting quantities and UD.
