I have installed
SAP BusinessObjects BI platform 4.0
&
SAP BusinessObjects BI platform Mobile
I have also downloaded the BI app on a Android emulator.
I ran the Mobile server config tool.
This is what I have entered in the BI app but its not connecting & I am getting this error:
Mobile server URL: http://lamsdbpd05:8080
CMS: lamsdbpd05
User: Administrator
Pwd: password
Authentication: Enterprise
Error: Connection to the server could not be established; try again or contact admin (MOB06031)
I have already searched help.sap.com but did not find any help.

There is an ongoing discussion on this topic already going on and very advanced in
Questions you will need to answer are:
-Exact Version of SAP BusinessObjects BI platform 4.0 and of the Mobile WAR files.
-Version of the SAP BI Mobile App.
-Infrastructure; Proxy, Firewall, etc...
From my side I would suggest to use the IP address on the URL to so know if the DNS resolution is not working (again, network infrastructure needs to be studied), please join the other users in the other post I mention above ....
